Presumably because she's a dumb blonde. The premise is that she's so dumb she thinks the problem with what she said is her volume. She knows you're supposed to be quiet in a library. What's lost on her is the purpose of a library-- as she probably never made use of one.

Mmm I kinda got all that, but the question still remains. Did the building look like a fast food joint? What made her wander into the library in the first place and think that she could order food from there?
