I don't understand the difference between the two lists. Why doesn't the sales list just become the first list UK here

There are a couple of differences. The Year-end list posted first goes from December 2015 to early December 2016, while the other list is from January 1, 2016 to present. Also, the year-end list awards points for streams and album-equivalent song downloads, while the second list is traditional album sales. Tidal being the only streaming option hampers Prince on the year-end list.
