Most dicks and balls of men of all races are darker than their legs surrounding them. The only ones I've seen that aren't are natural born redheads or extremely light blondes who have those pale pink dicks which I don't do.

As for a black man with a dick lighter than the rest of his body, I have never seen that before and I've had enough black men to do an episode of "Soul Train". I have seen various colored heads in black men though. Pink heads, brown heads, and even two toned brown and pink. What trips me out though are those that have pink skin underneath the head and then it turns brown further down.
