They don't fit properly in pants. Undies lie flat to the body through the crotchital area, where trousers have a crotch seam and fall straight down on either side. A panty liner isn't going to sit on that seam very well.

Sounds odd.
Having said that, most women in Thailand seem to swim at the beach in underwear/bikini with t-shirt and shorts on top. I think Thais are generally pretty conservative about showing flesh, despite the stereotypes surrounding this country.
That said, we were at the beach once, and my wife hadn't planned on swimming so hadn't brought anything to swim in. She said she was going to swim in what she had on and when I said she couldn't swim in her bra she took it off and was all ready to go swim. I was mortified (albeit, also turned on a fair bit), picturing wet t-shirt pokey nipple action going on in full view of hundreds of beach goers, but she didn't see the problem. Thais are odd about swimming.

and in response to the original question... I prefer to wear underwear. Usually, the only time I don't wear it in public is if i've been swimming and forgot my knickers. Or like recently when I had a spillage at a friends house, I borrowed some of her clothes and had to go knicker-less for the rest of the evening. She did offer me some knickers, but I couldn't wear hers!
