No, it's just an antenna. Connected to a digital tuner, it'll let you pull in nearby HD channels.

I see that you're in Australia. A quick google tells me that you guys are still in the process of switching over to digital. Looks like there's good info here: http://www.digitalready.gov.au/why.aspx
