FEMA claims: ATLANTA — A Georgia man who claims he was the victim of hurricanes in Louisiana, tornadoes in Indiana and flooding in New Hampshire has been charged with fraud. .Authorities say 30-year-old Desima James duped the government out of more than $30,000.
