Unless he has some super old TV set, most TV sets have a Sleep Feature, that will shut them off after 15, 30, or 60 minutes. It's made for folks who fall asleep watching TV. This person has to be an idiot to not use that. Plus, if it's that loud, how are they sleeping through it anyway?

I am thinking it's probably an old man who probably has hearing problems. I hope he takes me up on the headphone thing exclaim Earplugs have been suggested but this is the thing. Do you know how LOUD your own head echoes when you have earplugs in?! lol It will sound like I'm in a wind tunnel! Besides I won't be able to hear my alarm. I sleep on my side, alternating throughout the night so If I did earplugs in one ear, I'd have to keep switching everytime I moved around and no, that won't wake me up neutral

By the way, I know exactly how you feel about this. And those who suggested YOU wear the earplugs are way out of line.

This is the situation I found myself in when I was fighting the frogs in my pond. The way I saw it, anything I did to myself to drown out their croaking was a defeat.

And I am all about winning.

You will win, too. But somehow I don't think your victory will come by way of tossing your adversary into the air to see if they can fly.

At least, I hope it doesn't come to that.

Go to the landlord now, let him/her know you have a right to peaceable enjoyment of your domicile. They'll recognize that language. If they do not take action then go to the police.

Unfortunately after that you will be in a pickle. Either you have the right to break the lease and move due to their not fulfilling their obligations as a landlord, or you need to sue to have the others evicted.

A landlord that gets calls from you and the police everyday will usually have no trouble evicting the source of the complaints, if you keep the pressure on every day.
Studies have shown the ass crack of the average Prince fan to be abnormally large. This explains the ease and frequency of their panties bunching up in it.

In most apartments I've rented (and now in my condo) you can be fined for noise complaints. That should be enough of a deterrant but if it continues, just call the police as it's happening.

There are noise ordinances in place almost everywhere, it's likely illegal to play the tv that loud after "curfew" times.

If the landlord won't take care of this or is useless, then call the cops. That neighbour is disturbing the peace for you and who knows who else.

Is there some board that protects the rights of tenants/renters??

3rd - You've tried to reason with TOB. You made him a decent offer - to resolve the issue. Which he has not responded to. The puke.

The landlord should be notified. Retain copies of everything. If possible record several days of the blarring TV, at different hours - before you go to sleep. No help from the landlord, then contact the police. Maybe they can help. They need to hear the noise for themselves in order to do something about it. That's according to NYPD. I don't know about Cali. Here if you're warned and the noise continues it's a fine of $275 or so. But honestly, in a large complex it's hard to prove whose creating the noise.

4th - Ahhh...sleep - An NYPD Officer told me, in a cold *brush me off* manner "wear earplugs". I took his advise when the noises became too loud after midnight. I wear my headphones as well to listen to music, instead of noise. It's four years, now for me.
Others have been subject to this same mess, much longer...14yrs. Which indicates management's lack of interest in resolving excessive noise issues. So earplugs & one song for 10 hrs. I have no resources to move. Nor can I afford $1,500 rent for a sardine can, if I do move.

Good luck. But beloved, if you find your rest is being too hindered...move when you have the resources. Lack of sleep is torture.

First of all...DOCUMENT, DOCUMENT, DOCUMENT!!! Log everytime you hear the noise, log everytime you complained to the landlord, log everytime you had to call the police....LOG, LOG, LOG!!! Did I mention LOG??!!! lol Because as others here have said, it's in your lease and your RIGHT as a tenant to live in a place that free from annoyance, harrassment, etc., etc., I had the same kinda thing go down with me and a tenant across the hall from me. It escalated and got REAL ugly....to the point where the tenant started harassing me on PURPOSE because I had complained on him. But because I had evidence of my complaints to the landlord and all my calls to the police, not to mention that there's a city noise ordinance here PLUS it's in our lease that loud noise can't be made after a certain time of night....the tenants ended up getting kicked to the curb and I'm still here!! So, stick to your guns!! Don't suffer because of that prick!
