Yeah, they're always filled with puss. Infected surgery wounds are similiar - that one looks like it's bound to get infected soon though.

BTW, I hope that dude got that checked cuz it looks like Staph.
I had staph in my arm once after getting a tat. My arm literally looked like a Popeye arm and I had to go in everyday to the ER for a week to get IV antibiotics. That shit is no joke. The puss comes out "stringy" like that (I'm makin myself ) and it leaves a hole.
