I would think that, hell, scissors and a photocopier will work as long as the end result gets you what you're looking for. Photoshop is just synonymous with photo-editing.

Probably because it's a photoshop competition, it's become a beast of it's own over the past few months since I started it with those Purple Rain screencaps, (man, that was some funny sh*t!), and because we want quality submissions, not hack jobs - and unfortunately, that's how paintshop looks most of the time. Oh, and uh...because I said so? I mean, hey - if u wanna sweat it out over other programs 4 this, then knock yourself out and feel free 2 submit your pics, but they won't be eligible when the competition closes.
