It's a freeware product that competes with Photoshop. It's very powerful and you don't have to pay a single cent for it.

Thanks AsianBomb777 for the link to Gimp. I downloaded it at the weekend and have been messing about with. It's got some very nice features, one of the best of course is that it's free!
BTW, anyone else with slow (56k) dial-up like me, it only took just over 2 hours to download the whole thing (which includes the runtime environment, the gimp program itself, the help files and the extra animation plug-ins), well worth it - this is a serious piece of software and I'm having great fun with it, of course, I'm still on a learning curve.

I think this is the best photo editing software I've ever used, although I should point out that I haven't used photoshop extensively (and don't have it on my pc) so I'm not in a position to compare them.
I have mostly used Microsoft PictureIt! (yeah, I know, but it came with the machine) for photo editing, and have found it quite good (although as nana pointed out you have to sweat it out to achieve the same sort of results photoshop gives).
