It was released in 1967. At the time, this mixing choice was quite frequent, for technical reasons (stereo switching being used before panning became available).

Panning technology was available by then, I guess what mattered more is that stereo wasn't that popular yet, and even the people who already had stereo systems at home had the speakers placed near each other, so stereo imaging had to be extreme to sound different. Also, most record companies were still focused on creating a great mono mix, stereo mixes were just done very quickly.
