Uhm - it really depends on which "background noises" that kmc is referring to.
It seems to me that the backwards sample of Iressistible Bitch is far too obvious - I mean, it was one of the chief sounds, high in the mix, of the song. I wouldn't call it a background noise. No, what I think kmc is referring to (kmc, can you confirm?) is the "chatter" going on in the background. Right at the beginning, when the backwards samples slowly winds itself in to motion, there is a very faint voice, with lots of echo, almost sounds robotic and I think it is Prince. Its difficult to decipher what is being said, but it sounds like instructions to the band. This is heard on a few Prince tunes, either deliberately left in and easier to hear, or are just remnants left on the original backing track that good systems will pick up. Not the faint stuff in the back. I've actually always noticed these distortions even dating back to my vinyl copy of the song. I imagine it is some sort of backtracking. In these days of "the internet" I now can quiz other folks that are way into Prince like I am, as opposed to some drunken roommate that hates my Prince music and can't be bothered with the intricacies therein.
