It is, amongst many other tracks, used quite prominently on It, to the point where it defines the song. (the orchestra hits) Prince never went quite to the extremes that you saw in some of the earlier hiphop, where they essentially made remixes of songs with some rapping over it and sold it as new songs. What Hendrix song would you be referring to? I know the Hendrix recordings pretty well, but neither version of Tick Tick Bang has reminded me of anything that Hendrix did... could be just my ignorance of course, as it often seems without bounds.
