Never misunderstood the Dorothy / Lion part, but for the longest time, I didn't know the 'funky music belong to people who' and 'and my first reaction is just try 2 have a little fun' parts. It's cool song, for sure!

I thought Prince wrote the song? Jamie Principle is an artist in the dance music scene and Nic Fanciulli ia a Dj/Producer and I've never heard of the other guy. I am going to go out on a limb and say that is not correct. Only Prince could have written that.

The lyrics are an explanation for Prince's musical outlook at the time. He's saying he knows the rules of funk (everything on the one) but he wants to bend and break those rules. I think the cheap wine part is about being a provincial artist. He didn't want to be pigeon-holed as funk, because this labeling of [black] artists inhibited the scope and reach (marketing) of their music and being able to cross over to the big time (people who drink expensive wine?) - so he bends the rules of funk to set himself apart from the pack.
