No, the violet reality youtube channel has a series called uncovering prince, without a doubt the best interview series out there. One of the interviews was with his creative director during that time, when asked about the 3121 project, he mentioned that 3121 was shelved, and many scenes moved over to the 'completed' and still unreleased lotsuflower film.

I would absolutely love to see this, but you would have to worry about it's quality after it was effectively rejected twice by the labels that were promoting the projects. |

Not necessarily, whatever it is about, it is Prince's vision, just like any of his albums are. I would rather his unaltered artistic vision than some outside party trying to make his message sellable by altering things.
UTCM probably would have also been rejected if it wasn't coming off the heals of Purple Rain.
Perhaps one day we will see it, the creative director seemed to love it, he is one of the lucky few that has a copy.

Contrary to what the article says, Universal haven't ''acquired the rights'' to Prince music!
Universal are merely paying a licence fee to licence Prince tracks from the publisher.
The publisher and artist will then earn mechanical royalties.

Outside of the popular stuff, Prince has such a deep catalog with great stories in them, that they become highly adaptable to things like this.
Of course, there will be fans who don't like anything, ever, at all, and will poo poo it. But, it's a huge cash influx to the estate just in licensing, plus subsequent album sales (because there's sure to be a soundtrack release), and new or renewed interest in Prince's music.
Incidentally, George Michael is next with Last Christmas being released at Christmas 2019.
The difference being George Michael approved this project and worked on the idea with the director Paul Feig and the writer/actress Emma Thompson.
Naturally this also has official backing from George Michael's estate.
George's family have already said this will contain unreleased music - which will certainly help sell the soundtrack!
