Please check out the above thread. Paul and Susannah confirmed the lyric is "vulva splash" on a recent live stream video. I'm sure Prince used "velvet" on the lyric sheet to make it cleaner. Also, in the context of the song "velvet" makes no sense. It's about a woman reaching orgasm, and it's why they had the ocean backdrop for the video.
