No, it was originally a Dream Factory sessions song, then a Crystal Ball album cut, by the title that was reworked later and turned into Eye No

Crystal Ball was recorded in April 86, The Ball in July that same year. Prince was toying around with a concept.

Both were included in the original Crystal Ball, then removed when it became SOTT.

Prince would often rework older songs, it is not extraordinary that he'd come-up with new lyrics and rearrange the song to become Eye No a year later.
