Is P obsessed with his photo being taken?

it seems he's obssessed with having endless photo-shoots being taken yet he turns people down in taking his picture.

Because he get's final say on official photos.

If u or I took one of him on the street with his eyes half closed and a strand of hair out of place, and circulated it, then it wouldn't make one little Prince a happy one

Prince has his standard set of poses that he does at controlled photo shoots. Those are the images that he wants people to see.
