Maybe because he's one of the few major artists who understood that Sandy was manmade and not natural.

Maybe he understood the country was not prepared at all.

He wants to get that fixed first before doing a benefit for whatever misery comes upon us, he wants the national anthem not to be performed at just any other opportunity, he wants the flag not to be waved at just any other opportunity.
