I don't know the specifics about the example you raised, but what I said stands. Its possible that Snoop asked Prince for permission out of courtesy and respected Prince's decision. The only other way to prohibit someone sampling your tune is to make it too expensive to use - i.e. set the royalty on usage way above what could be recouped. A lot of the Beatles catalogue is in that category. Other than that, as long as you credit the original writer and pay the fee, you can sample anything you like - in much the same way as you can cover anyone's entire song, on exactly the same basis (something Prince has long complained about - his argument being, you couldn't just go and make your own version of Star Wars, so why is music any different? He has a point!)
