There are laws (including the First Amendment) that protect an individuals right to reproduce, display and parody a public figure in a less than favorable light, including altered photos, film, cartoons, written text: blogs, printed articles, fan forums, etc.

Adolph Hitler and Prince fall under this set of laws.

If the original image used is in fact, the sole property of the artist, they have every legal right to demand it be taken down. Usually though, the photographer retains the usage rights, unless an image's copyright has been signed over to the artist.
