In my opinion, the whole New Power Soul tour and the time from 1997-2000 had quite a dark and sad feel but that´s just my impression.
I loved the Gold Experience/Ultimate Live Experience shows...neither happy nor sad but he was definitely on fire and the band was supertight..with Michael Bland on drums and Sonny Thompson on the bass....good old days.

The song, "Solo," is Prince feeling the most abandoned...or isolated within an emotion that only he owns.
I have a lot of compassion when I hear that song...I don't believe that Prince was unhappy through an entire album...I believe that Prince carries a focus on the light...even if Prince feels left in the, "Dark." cool

I guess '98 or '99 really were pretty sad times for Prince. Remember those shows he did to promote the greatest romance and baby knows. He was trying to hide, even on stage...
