So, let's think... what could he do that is against the law in 13 states?

Again...I think it's just a case of "thirteen states" having the right sound (fitting the meter, etc).

If he ever sang it live, I'm sure he'd say 15 or 16 or 19 or whatever.

I also think the fact that he can get people tryin' to figure this sort of thing out makes him laugh his ass off.

I think it's just a matter of speech. I think he's implying that what he wants to do is too rough/wild/obscene....etc...that the law in at least that many states would see it as illegal...that she wouldn't be able to handle what he's gonna do to her!
