Yes, the 3 Vault albums were part of Prince's original contractual release strategy.
The plan was to release 3 'Vault' albums by "Prince" over the years through WB,
while "prince" would be free to release new music independently at the same
time. That way, he would get his freedom to start releasing what he wanted to
straight away (without having to wait) and WB could continue releasing
'Prince' albums for a few years to come too. Of course WB weren't keen on
making do with 3 albums of Vault material, when Prince was obviously gonna
save his best material for his new non-WB "prince" albums.

So I guess the more appropriate question would be why wasn't Chaos & Disorder considered an 'Prince' album? (I know I'm just teasing you now lol)
