I guess that was the idea of the song, to empower women! You have to listen to the lyrics, but I think some people were so shocked by the word Pussy, that they didn't get the message.
The song came out, when other rappers and hip-hoppers used more derogatory words, like 'bitch' and 'whore' to name a few. With Pussy control Prince was trying to tell women to never accept it from any man or anyone else, to be called names and disrespected.
