"release it" question

I either hear the instrumental parts of "release it" as background for a lot of tv shows and sports related shows or just the beat itself. Last night I watched the Tim McCarver show because he interviewed Yankees skipper,Joe Torre.His theme music utilises the beat with different music. Was that a sample from the beginning or did P come up with that drum beat?

According to Uptown's The Vault: Tower of Power's 'Squib Cakes' - uncredited.
