What's Starfish and Coffee about?

Can someone please please tell me what we're supposed to "understand" from this riddle?

...If u asked her what she had 4 breakfast
This is what she'd say

Starfish and coffee
Maple syrup and jam
Butterscotch clouds, a tangerine
And a side order of ham

If u set your mind free, baby
Maybe you'd understand

I never got into the opinion that she was mentally challenged.
I just thought she was a very unique,eccentric individual who did things because she wanted to , and not because it was the norm or what society expected.
People read into things differently and by provoking thoughtful discussion then Prince has achieved what he intended.
Fuck the funk - it's time to ditch the worn-out Vegas horns fills, pick up the geee-tar and finally ROCK THE MUTHA-FUCKER!! He hinted at this on Chaos, now it's time to step up and fully DELIVER!!

This is one fo my favorite from the SOTT cd, i always imagine what she looks like in my head lol

It reminds me of a woman i read about, everyday she wore clothes and a hat and boots in the same color, for example one day she wore only orange, and the next day green, then red.

Yeah, the song was inspired by a story Susannah told Prince about a 'different'
girl that she used to go school with. The song uses the story to illustrate the
need for tolerance for those who are different or don't conform. Not to make
fun of someone just because they seem eccentric, and not to assume they're
making up stories just because what they say seems outlandish. It's about truth.
