No it shouldn't have. It's fine the way it is, even with the not-so-good tracks. NEW WAVE FOREVER: SLAVE TO THE WAVE FROM THE CRADLE TO THE GRAVE.

I like the idea of having Lovesexy as a double album incorporating the tracks from the Black Album.
Good Vs. Evil It kinda works. Sorta how Emancipation was pieced 2gether. The first two discs had tame material and the third had all the swears. [Edited 6/27/05 7:13am] How can I live 4 love? I'm calling!!!

Its definitely crossed my mind. It probably would have been a commercial bomb, however i think now if the remasters of his albums ever happened, it would be quite nice to have these two unified to tell the whole story. The whole mystery of the black album created quite a bit of hype - filled a few column inches for music journo's etc., and it became legendary. If we ever get re-releases these two should definitely be packaged as one double album.
Obviously there is overlap with When 2 R in Love. If it had been originally released as a double album, something from his previous years recordings could have been used. I once made a comp where I took W2RIL off Lovesexy and had Joy In Repetition segue-ing from Eye No - as it can do if you have the bootleg version that is linked to The Ball, and used the single version of Alphabet St which is segue free. This actually keeps one of the Black albums stronger tracks and adds a brilliant track onto Lovesexy. That would of course make Graffiti Bridge even worse, but hell - he had 2 years to work on that.
