Prince wrote "17 Days" for Brenda Bennett, one third of Vanity/Apollonia 6 (she was a smoker). So since the song was originally for her, that's why the smoking line is in there. I saw a picture of him Dirty Mind era where he looked very high. Doesn't mean anything, but he does reference weed a lot. I wouldn't be surprised if he'd done it.
