It's actually 1/3 chance that the other coin is a head. The problem is just a different (and confusing) way of asking what the probability is of getting two heads when at least one of the tosses is a head. There are three possible outcomes (not including TT of course since it's stipulated that one of the tosses is a head):

So there's a 1/3 chance of both coins landing head.
