I've always thought a flagrant 1 was appropriate when there's no play made for the ball or the foul is just overly aggressive and could cause injury, but it's still basically within the realms of a game related incident. A flagrant 2 would surely fit a foul that has nothing to do with the game, like the off the ball action by Rondo. It wasn't a basketball-related action, it was an aggressive pulling into the scorers' table!

If Rondo wasn't so instrumental in this series there would be no question about a possible suspension...he would've been suspended today. David [Stern] is probably ignoring this incident "in the best interest of the NBA and its fans."
