I think that picture of Prince on the "I hate U" single (he's wearing a white outfit wiht music notes on it and he's "hanging" by strings) best sums up TGE.

Remember, he cut that hair down by the time Come, and The Beautiful Experience, and "Love Sign" had come out. It got shorter over the next couple of years and remained shorter in general until 1999 for Rave. It was still long from SOTT until 1993 or so.

That is incorrect. In 1993, he was still on the Act I and Act II tour supporting the prince album. The tour ended in September 1993, and COME was released in the late summer of 1994 (August), almost a full year later. He was doing Paisley Park concerts after that, which is where The Beautiful Experience was filmed, in February 13, 1994, and his hair was a bit shorter for that.

He didn't tour again until the month of March 1995 for the Ultimate Live Experience. By then his hair was short.

So the picture is from the prince at the latest, more than likely.

I think the confusion comes (no pun intended) from the fact that on the album art for Come, his hair was this style. Now, it is true that by 1994 his hair was shorter, however, this was Prince in 1993....so were the photos for Come.
More The Gold Experience era pics anyone?

Right, that hair with the finger waves was also the Love Symbol album, just a bit more wicked on the top, Also the Sacrifice of Victor(song) is from the 0-+> album but this look was more prominent during the 2nd half of the Act tour for the love symbol album.

the Come Album & the Vault album photo were similar/from the love symbol era

You forget that as of very late 1993 or very early 1994, he was a "slave". There's no "slave" on his face in that one disputed picture. That alone puts the timing of it in 1993 or so on the Act I/Act II tour.

This one probably.

He didn't look that attractive during those days to be honest, but some of the photos are certainly interesting. It was basically his freakiest era lookwise. Some of the costumes from the D&P / prince -might have been wilder, but he just really seened to want to come off like he didn't care a shit about anyone's opinions during '93-'95.

The bigger, puffed up do and the curled sideburns (or what-the-hell-ever they were) he got sometime during the Act II tour, but he had the same thing also in the "Loose! / Papa" -video that was aired along with the rest of the videos / live performances that constituted "The Beautiful Experience" TV-special. He already had the shorter hair in the TMBGITW video.

Ernestsewell is right. That pic is from the 93 tour, not sure if Act I or II since the look was the same. The pics from the Sacrifice of Victor book were taken on the European leg of the tour, which the cover of Come was take from. He cut his hair short in November 93 and got rid of the sideburns.

He looked just fine to me personally, of course. I absolutely adored that guy at the time and that's one of my favourite periods of his. But I can see in retrospect why people were calling him ugly during that time. That's what I heard other teenagers saying in '94-'95 where I used to live, "Prince is ugly and cannot sing." I used to hear that a lot. Of course, he was simply just out of this world with the TMBGITW video and the single release, and really stood out from the rest of the flock at that time. You should also bear in mind that at least in the European pop charts at that time, falsetto singing was something many people hadn't even really heard. No one dressed up like he did during that time, as young people were still walking around in flannel shirts or whatever.
