What are the criteria for starting new 3121 threads?

There seems to be a conflict as to what is allowed when posting new 3121 threads. And it seems to be all about what the mods want to read.

We have an ever-changing 'official' 3121 thread, but when new threads are started, some are allowed to continue and some are locked and referred to the 'official' thread. Why the inequality? What's the criteria?

Now that 3121 is a reality, surely it'd be more interesting if we were allowed to start new threads discussing various elements of it rather than having only one official 'loads in hours' thread and a few 'chosen by the mods' threads allowed.

I appreciate that we don't want fake tracklists, but surely it's not too terrible if we get a number of 3121 threads for people to sink their teeth into?

Or shall we just fill the Prince: Music and More forum with yet more Survivor rounds, Slagging off NEWS threads, Top Ten Ballads threads, etc. etc. etc..?

Sometimes, I feel that this place is getting just as restrictive as NPGMC.

It may outwardly seem that way, but there's no real 'conflict' at all - that's just a perception simply because of:

A) Some threads were started prior to mass interest in the subject matter, and interesting and regular discourse was already underway, so they remained open.

B) Some threads are news items on the homepage, so can't be locked

C) Most threads pertaining to a common, popular subject matter will be redirected to a sticky so as to ease conjestion and confusion on the subject matter/forums etc (a bit like now)

This isn't anything new - it's a pretty basic rule of thumb, otherwise it'd be all-out chaos and you'd never be able to find anything. Like the saying goes: 'You can please some of the people some of the time, but you can’t please all of the people all of the time.'
