More likely because he's insane, to which all signs point at the moment. Mental illness among military vets is a lot more common than most people realize, look at the female vet who killed her service dog and then herself.

Barriers would probably be a waste of time and money since, city councils are so slow to make things like that happen and we are obviously hurtling toward driverless cars and public transport. Wouldn't be surprised if the first driverless vehicles have passed the tests within a year, and five years from now, some cities are becoming dominated by them. I've always believed anybody who intentionally kills has at least some degree of mental illness, but no if someone plans to kill well in advance and has a motive (political, revenge, etc) then we're talking evil not insanity.

As I pointed out, in recent years a lot of Times Square has become pedestrian walkways, in areas where cars used to be able to drive. I always said it was just a matter of time that something like this happened |
