I'm thinking this too,

in a bigger picture it would probably help during accidents and such as well

And it's not just a matter of mental illness or terrorism or drunk driving. There's a lot of over-80 drivers out there who absolutely should NOT be driving, they are just as dangerous.

Barriers would probably be a waste of time and money since, city councils are so slow to make things like that happen and we are obviously hurtling toward driverless cars and public transport. Wouldn't be surprised if the first driverless vehicles have passed the tests within a year, and five years from now, some cities are becoming dominated by them.

I've always believed anybody who intentionally kills has at least some degree of mental illness, but no if someone plans to kill well in advance and has a motive (political, revenge, etc) then we're talking evil not insanity.

As I pointed out, in recent years a lot of Times Square has become pedestrian walkways, in areas where cars used to be able to drive. I always said it was just a matter of time that something like this happened

I think evil is encompassed by insanity, but I also totally admit that there are elements of insanity for which I have no compassion and therefore I may just be a terrible person.

Yes. They need to keep that part of Times Square closed to traffic, all day, especially with so many tourists in that area. I think it allows traffic in that area after a certain time in the evening, if I'm not mistaken.
