 They are probably trying to get to white people who have had little or no exposure to any black people their entire lives, and make them think that all black people are just like these trashy shit hoppers.
This isn't going to change anyone's vote in the other areas because they have been exposed to various types of black people and the ones in the other areas that say this changed their vote, weren't going to vote for him in the first place.
