don't believe in "best", but here's some really good albums, afaic. (not including Meshell Ndgeocello, Ella Fitzgerald, Nellie Lutcher or Aretha Franklin, just listen to all their albums)

-Wendy & Lisa - Eroica

You said it mister nod it’s very worldly without it being contrived or cheesy, it’s anything but actually. It could range from bright & light to extremely haunting & dark, both are equally beautiful. And he gave so much in such a short period of his career. The amazing thing about “Come to My Garden” is that he overdubbed most of his arrangements (only the rhythm section was live) but everything everything else was overdubbed separately, however he arranged them all in such a way that made the final result sound organic and naturally intertwined. Thank you about the Terry Callier trivia, I didn’t know he produced him till you pointed it out.

Tough to argue with Hounds of Love - Kate Bush, but I'd personally put Like A Prayer - Madonna in there as perhaps the greatest pop album ever made.

Well, "best" is subjective. Nobody can really determine what the best of anything is. All you can do is choose your favourite. And thinking purely off the top of my head, Come On Over is my favourite album by a female artist.

But The Electric Lady by Janelle Monae would be a close second.
