Hoochie is the slang word for alcohol. Coochie is a slang word for a women's gentials; I'm going to assume the Ohio Players abbreviated the word to fit their song.

The definition of hoochic coochie. A game for two (or more) people in which one person reveals his or her erotic wishes, and the other person fulfils them. Next time round the roles are reversed.

I'm not sure but I thought most people surmised what the song was about.

Who'd she coo? = Who did she coo? Cooing used to be a term for sweet talk, I think.

So I always thought it meant who is she sweet talking.
