Not sure if an american produced it, but it sounds like typical autotune US rnb to me, but maybe Iam wrong as I never know whats hot at the current moment LOL. Starts typically dull but the chorus isn't bad. It's not as bad as say Tiny Tempah, and it's appealing in a teenibopper way like our own Ndubz.

Reminds me of fun novalty song "this jam is cold" by C''vello which came off a decent album (anyone remember them LOL).
