Good catch! My formula was thrown off because of accounting for ties. It's not an issue if the entire list is tied, or even if there is a tie below the top of the list. Only if there is a tie for first place on someone's list and the entire list isn't tied does a problem emerge. And it happened.

I just wanted to distinguish the 1990 single from the album version which I don't like and was released in 1989 and therefore wouldn't have qualified for this decade anyway.
