I don't know who has the best voice in rock but Freddie Mercury, Chris Cornell and Steven Perry are my faves.

Based purely on voice, not necessarily vocal skills, Rod Stewart really stands out to me.
It's a classic rock voice, as opposed to a Bowie who could sing w/Bing or Bennett no problem. Rod Stewart had the perfect edge and character to his voice. Maybe I'm foretting someone, but that jumped right out at me. My Legacy
