Both are mediocre vocalists. But I think Madonna has the stronger voice. I cannot imagine Janet Jackson singing "You Must Love Me." Then again I cannot imagine Madonna singing "Together Again" or "Escapade."

Let's face it: They both suck. But at least Madonna attempts to belt stuff out. Janet always sounds as if someone just planted a haymaker to her solar plexus. She'd sound exactly the same way if she were a severe athsmatic.  Ὅσον ζῇς φαίνου

So you're basically asking us to choose between the lesser of two evils? lol. I don't know who has the better voice. I mean Janet's voice is soft and sweet and works well in her songs. However, Janet whispers too much these days for my liking plus it sounded like she had a cold on the entire album 20 Y.O.. She sounded so nasally on that album so yeah I can't say her voice is particularly good.
Now as for Madonna, I prefered her voice in the 80's/mid 90's. She sounded great on songs like "Love Don't Live Here Anymore" and her voice was on point on the entire Evita soundtrack actually, however these days she hardly sings with any feeling and her voice is just much too monotone to me  .
