They are releasing a really cool set! It's called "Absolute Garbage". It has just about everything including almost all the singles, remixes and almost all the videos....for some reason, though, "Androgyny", a rather cool sounding song and video, are not included as on the hits set in regular form nor is the video on the compiltion (although "The World is Not Enough" from a James Bond is!). It is included in two remixes, though. Strange. More info here.

I'm not sure what means.

I assumed it was saying outside of North America, as North America is already implied in a Billboard article.
