There should be a law against lip-syncing I'm totally serious about this:
People pay to see something that is advertised as a "live event", so I think especially in the case of (at least) the lead vocals being performed with the "aid" of a backing track this becomes fraudulent advertising. The consumer expects to get a performance by the artist, but they don't really. This isn't just a case of being somewhat disappointed by the fact that your favourite artist just "didn't feel like singing tonight", or that "lip-syncing sucks" - but the whole thing is clearly in violation of general consumer's rights! Of course a lot of electronic acts rely on the use of backing tracks and other types of pre-recorded material but that goes for given in the genre. Perhaps there should a warning / disclaimer in the ads or at least on the tickets themselves: "The artist may choose to use pre-recorded material instead of a proper live performance". I have been cheated too many times!

OK then, by whom? There are quite a few acts who you should expect this from. When the sunlight strikes raindrops in the air, they act as a prism and form a rainbow. The rainbow is a division of white light into many beautiful colors. Regardless of the day, I'm glad you were born.

Personally, I often prefer when artists like Madonna lip-synch or at least use backing tracks. I pay to see her PERFORM, not sing off-key.

Punishable by death, it should be.
Pro-Tools is one thing, which is relied on far too heavily to make 99% of what everybody hears nowadays, but when you're live it should be organically as possible. Guess learning to sing is just out of the question as long as you have those craptastic dance moves.

If you notice; many times the word, 'LIVE' is not used anymore. It's just called the insert name here tour/concert. There are always loop holes.

I agree.
There should be a law against it. Seriously -- it's malpractice. and to a lesser degree false advertising.
