no .. first cd-single is Alphabet St. There are some promo cd-singles from the SOTT era ... but I don't know which ones, and I doubt if they're genuine ... there almost impossible to find anyway.

Alphabet St. was the first commercially released CD Single.
The first promo CD single made was for If I Was Your Girlfriend None of the other singles prior to Alphabet St. had CD promos made for them.

I've got the cassette Maxi Singles of 'Sign O' The Times', 'If I Was Your Girlfriend' and 'I Could Never Take The Place Of Your Man'.
Well, when I was younger, whenever I bought a cassette, I'd only play it to make a copy onto another tape - so that I didn't wear out the original. So each tape was played maybe three times maximum. When I realised I could connect my tape deck to my PC using a Line In, input, I archived: 'La, La, La, He, He, Hee (Full Length)'; 'Shockadelica (Full Length)'; 'Hot Thing (Edit)'; 'Hot Thing (Extended Remix)'; 'Hot Thing (Dub Remix)'. Better yet, I isolated whatever hiss there was (very, very little) and removed it digitally. I'm not shitting you, but those WAV files I made sound better than the actual Sign O' The Times CDs. Unfortunately, I never had the money to buy the 'U Got The Look' cassette Maxi Single.

I burned all my vinyls (extended version and B-sides) on cd .... that means: all extended version and B-sides from the 80's The quality of vinyl exceeds the cassette easily. The earliest cd single I have seen was "I could never take the place of your man". I saw it at a record fair years ago. It was in a long box format ( probably a 3" cd ) with the same tracks as the 12".
