It is a reference to Doug E Fresh. Prince and Doug E have been friends for several years (he made appearances on several JOTY shows, as well as the craptacular NPS and 1999: The New Master).
As for the "Duckie" reference on "Batdance" that is indeed an old pickup line (and lame one at that) from the 80s. It has nothing to do with Doug E Fresh, Jon Cryer or Ernie's beloved toy.
