What is that man saying?

I've been trying to figure out for the longest what that man is saying at the beginning of "If I Was Your Girlfriend?" After the orchestra warm-up it sounds like he's saying "Look at the parking over here, ladies..." or something like that. hmm Does anyone know? And why did Prince put that in the beginning of the song?

Even though I found out some time ago what was being said, I still hear it as I originally heard it:

"Look at your pa, U suffragette ladies"
