On 'MS Outlook Express' using Internet Explorer 6 (it will depend exactly on which browser you use):
Tools > Accounts > News > Add > News ... or Tools > Newsgroups If your ISP allows subscription to Newsgroups then it will probably present you with a list of groups to join. If the group you wish to join is not listed, you might need to contact your ISP and request they add the group to the list, but there is no gaurantee they will do so. Otherwise (and this is to be recommended if you want a service which provides reliable access to a Newsgroup) then you will need to consider subscribing by monthly payment.
