narrator on 'everlasting now'

if you listen to the opening of EVERLASTING NOW, before the vocals start, you can hear the crowds chanting 'we love prince', but then you also hear the 'darth vader' narrator voice of TRC saying something indecipherable under all the other sounds

has anyone else heard this?
anyone know what the voice is saying?

It was picked up by the Databank Transcription Team when they transcribed the song earlier this year, but the words themselves currently remain untranscribed:

It's so low in the mix, I don't think we're gonna be able to decypher it.

I guess Prince made it that way, but it begs the questions why? and what does he say?

here's a thought

obviously, the narrator is prince's voice, processed in some way: either slowed doown, or run through a computer to put it down five octaves, whatever
probably just slowed down

if we could speed up 'everlasting now' to the right speed, so that the mystery voice becomes prince's normal voice again, all the normal stuff would (at that speed) sound like bats squeaking, whatever, and just by listening to it, you'd be able to filter that out, and concentrate on what the normal voice was saying

any sound engineers out there want to take a crack at it?

Well speeding up the track is easy enough to do in any .wav editor like Cool Edit or Sound Forge.

I've put this bit through all my audio equipment and tried everything to decifer it - backwards, high speed, low speed, high pitch, low bass etc. EVERYTHING! and I still don't have any clue what it's saying.
