No doubt about it. But there are other cases where art and commerce coincide, and are successful both artistically, and monetarily. Prince was fortunate enough to be marketed well by a major record company when most fans and critics believe he was in his artistic prime. But aside from Prince's situation, even with major labels, today it's harder for quality music to get the marketing push that is afforded to the likes of what's proven to sell. Someone like Meshell Ndegéocello is proof of that. But it could be legitimately argued that there are other issues with her career that contribute to her under the radar status. The reasoning behind TRC's odd "promotion" is most likely that Prince himself was a bit in doubt about how it would be received - especially considering when it is quite the drastic turn from his previous releases.
Or plain simply that there was no money for it. And why did TRC get released and not, say, High? I am sure that two of the undoubtedly many reasons were that there might have been enthusiasm for the project among his JW peers and superiors that he didn't wish to/ dare to disappoint, plus the worldwide distribution might have been made possible by a financial investment from JW supporters - an investment not offered to him from anyone within or outside the JW organisation for High. Like Batman was a result of Prince seeing an opportunity to get an album out just when WB had nixed Rave Un2 The Joy Fantastic in '89, Prince possibly saw "a JW album" as a way to get something released just when no record companies were willing to make deals with him at all.
