I emailed the NPGMC website a couple of days ago and have just received the response. Apparently, this IS a legitimate request by PaisleyPark9, however, the NPGMC go onto explain the limitation. It appears to be as follows...

'We request U stop posting at ALL2NAT-O websites. Peace.'
